The Chengdu Global Cross-border Ecommerce Service & Resource Center was officially inaugurated in October 2018, with the goal of building the best industrial ecosystem in the west by continuously attracting high-quality cross-border e-commerce resources from around the globe. 

It is the first building-based industrial landmark focusing on cross-border e-commerce services and resources in China. The center boasts a complete cross-border service ecosystem with logistics, financial services and supply chains, platforms for concentration of resources, and innovative foreign trade modes, which enable it to attract many leading enterprises such as BMHQG and Starlink. Driven by the operations of the center, Chengdu’s cross-border e-commerce transaction volume reached RMB20.251 billion in 2019, a year-on-year increase of 102.5%.

Among the cross-border e-commerce comprehensive pilot areas in the country, Chengdu took the lead in setting the goal to build the best industrial ecosystem in the west by continuously attracting high-quality cross-border e-commerce resources from around the globe. It aims to accelerate building the core of the cross-border e-commerce industrial ecosystem that can play a leading role citywide, drive the development of cross-border e-commerce across Sichuan province, and have a significant influence on the development of the industry in the west.

The Chengdu Global Cross-border Ecommerce Service & Resource Center has been striving for fast development to enhance its leading role and public service functions comprehensively. At the same time, it gives full play to the industrial characteristics and resources of different districts (county-level cities) and counties to promote diversified development of service and resource centers, hoping to attract excellent enterprises with unique characteristics, and create an excellent ecosystem that covers the whole city and all the industries in it.

The Chengdu Global Cross-border Ecommerce Service & Resource Center has so far built eight functional facilities: the cross-border e-commerce investment promotion center, industrial brand promotion center, innovation and startup incubation center, big data service center, foreign business associations contact center, public talent service platform, training center and display center. Relying on the advantages of different districts (county-level cities) and counties, the center offers support for the building of cross-border e-commerce service and resource centers at a number of cross-border e-commerce industrial clusters such as Shuangliu Comprehensive Bonded Area, Shuangliu Airport area, Qingbaijiang Railway Port, Tianfu New Area Bonded Logistics Center (B), Sichuan Post, Wuhou Women’s Shoes, Wuhou Line 9 Street and Vipshop (Jianyang).

Improving industrial ecosystem

Promoting global marketing of made-in-Chengdu products

In less than two years, the Chengdu Global Cross-border Ecommerce Service & Resource Center has developed a cross-border service ecosystem with logistics, financial services and supply chains. So far, 20 enterprises in the supply chains for cross-border e-commerce imports and exports have launched operations at the center. Among them are innovative enterprises such as Huanmeiyigou and Taolibo, and industry leaders such as A-amall, Good Chains and Qiansheng Digital Trade. Moreover, the center has attracted 10 comprehensive service enterprises, including leading financial service suppliers such as TEMBIN, and leading logistics service suppliers such as Huitongtianxia and Yuntu Logistics. There are also three public service platform operators: the center’s operator Ebrun, Chengdu Cross-border Trade Public Service Platform and Chengdu Cross-border E-Commerce Association.

In September 2020, Starlink, an Internet and cross-border e-commerce platform operator, came under the spotlight after it announced the completion of an RMB300 million Series A financing. Starlink started operations at the Chengdu Global Cross-border Ecommerce Service & Resource Center in 2019.

Since its inauguration, the center has been making great efforts to build new platforms and foster new foreign trade modes. It has thus far attracted 10 cross-border e-commerce platform enterprises, including BMHQG and other brands that offer a new retail experience, with their business networks covering the United States, Australia, the Netherlands, New Zealand and other markets. There are also five cross-border e-commerce sellers, such as Starlink, Patozon and Youkeshu. These enterprises are leaders in their fields and their business networks cover North America, Europe, the Middle East and other countries and regions with an extensive network of overseas warehouses. They play an active role in driving exports of local small- and medium-sized enterprises (SMEs).

Meanwhile, the enterprises at the center are helping drive exports of products from traditional industries. They have provided services to more than 300 foreign trade enterprises and factories in Chengdu, including those engaged in machinery, household products, shoes and clothing, bamboo-woven products, electronic information and auto parts.

For example, over 25% of export-oriented products from the machine manufacturing sectors have been sold to North America, Europe, Australia, New Zealand and other countries and regions relying on the services and resources at the center, and their prices have risen more than 50%. Women’s shoes are another example. The services and resources at the center have enabled many brands and manufacturers to export their shoes to Russia, Germany, the United States and other countries and regions at much higher prices due to direct marketing.

The Chengdu Global Cross-border Ecommerce Service & Resource Center focuses on gathering high-quality cross-border e-commerce services and resources from around the globe to drive development of cross-border e-commerce among traditional enterprises, develop new foreign trade modes, promote a platform-based economy, and facilitate resources exchange between the eastern and western regions.

The center will continuously adopt new policies and measures to support development of cross-border e-commerce, and accelerate the introduction of domestically and internationally famous cross-border e-commerce enterprises dedicated to trade, delivery, marketing and R&D services and public services to guide global services and resources into Chengdu, and bolster the global development of cross-border e-commerce.
